The Department of Health Care Services (DHCS) ensures the provision of quality treatment through the enforcement of standards for professional and safe treatment.
The Substance Use Disorder (SUD) Compliance Division investigates complaints against California's alcohol and other drug (AOD) recovery and treatment programs. The SUD Compliance Division also investigates violations of the code of conduct of registered or certified AOD counselors. Alcohol or Drug Abuse Recovery or Treatment Facilities licensed or certified by DHCS are required to report counselor misconduct to DHCS within 24 hours of the violation.

If a person needs substance use disorder treatment, getting them the care they need when they need it is crucial. Unfortunately, there are individuals taking advantage of the current heroin and opioid epidemic by profiting off of people in need of treatment. These individuals, known as body brokers, work independently or as employees of treatment providers to direct patients into programs that provide little to no treatment. Their services are offered to those with private insurance that include out of network coverage.

The Orange County District Attorney's Office (OCDA) Sober Living Home Investigation and Prosecution Project (SLIP) investigates reports of criminal and civil violations related to and surrounding Sober Living Homes and Addiction and Treatment or Recovery Centers. In conjunction with our regulatory, administrative, and law enforcement partners, the OCDA gathers reports, investigates incidents, refers cases to partner agencies and prosecutes cases criminally or civilly when appropriate.
